Parents report the municipality of Odense to the police

Vi har kæmpet for alt. Det er helt sindssygt er en artikel mere fra 2015, hvor der kom Minister og Direktøren ind over. Men intet ændrede sig ... eller ?? Alle er ikke med i deres kamp, de 124 forældre så det bliver vel som dengang - politik uden hold.

The parents have struggled with the municipality of Odense for a new school offer for their autistic daughter. A fight that ends at the police.
The parents are so frustrated that they have chosen to police the municipality to the police.
They are particularly frustrated by the fact that no pedagogical psychological assessment has been prepared which is required when a child is referred to a new special school.
"The offer they have given her now was turned down by the professional team and it was agreed that it could not accommodate their daughter's needs, so it's a little strange that it's suddenly the right placement, without us being informed or told why the school now can accommodate her. We are not given any answers when we question changes, says the mother.
Special school changed
Restructuring in management at the school and the teaching staff at the school to which their daughter went to meant that they homeschooled their daughter after recommendation by the school.
"We were asked to keep her at home until they figured out the situation. She was home for three months, and then a new schedule was put in place so she went to school four times a week for one and a half hours, but then she ended up being taught by the kitchen lady and a student" according to the mother.
When their daughter is not understood her condition worsens. She has some kind of autism called childhood disintegrative disorderas well as anxiety and OCD, therefore she needs a highly specialized staff. She has not been in school for a year.
On 28 June 2017, the parents received a notification from Odense Municipality, where the municipality accused them of keeping their daughter home from school and neglecting her school needs. It was the last straw for the family.
- The municipality knows, from specialists and from us parents that she was hit by school anxiety at that time. It's frustrating to be exposed to this. It's a kind of extortion, if you can call it that, says the father.
He believes that the municipality is doing this for economic reasons.
"I think of it mostly as something to do with the deliberately trying to drag out the case for a long time," says the parents:
"It is the school's management that has suggested that there is another school offer. It's not us who took her out, she says.
Many other complaints to the National Complaints Board (Ankestyrelsen)
The parents do not stand alone when it comes to disagreements with Odense Municipality's decisions.
63 percent of the complaints in cases about the child welfare area in Odense are being changed by the National Complaints Board. This means, therefore, that there is either a mistake in case handling or a failure in the municipality's decision. On Funen, it has only been surpassed by the municipality of Nordfyn, which has a conversion rate of 75 percent.

Parents of disabled children go together
The family, together with several other parents of disabled children in the municipality of Odense, joined forces to make a call.
In a paper they write, among other things:
"There is relevant school offerings outside Odense Municipality, but Odense Municipality does not want to refer children from the municipality"
"They try to make me responsible for my son's disability."
"My son, despite his disabilities, has a lot of resources, but with all the school attempts Odense Municipality has offered him, he is getting worse and worse and is now both self-harming and suicidal at the age of 13 years."
The Children and Youth Administration in Odense Municipality has not wanted to comment on the specific case but refers to the establishment of a special cooperation forum where parents of children with disabilities meet with the Children and Young People Council to discuss the work with children and young people with disabilities. (Note: This forum does not deal with single cases!)

WHAT IS AUTISM?
Autism Spectrum Disorders (ASF) is a common term for all diagnoses within a profound development disorder.
Children with ASFgenerally have no visible disability. The development is characterized by communication and language disorders as well as stereotypes, rituals and / or special interests.
People with ASF can at the same time have other disabilities, diseases or developmental disorders.For example, OCD, Tourette's syndrome, ADHD or sleep disorders.
About one percent of the population has ASF. The incidence is increasing, which is probably due to increased awareness and knowledge in the field, but also that people with ASF often fall through society's growing demands for social skills and rapid change.

This was the special school that released us 26. june 2016 ... and the very same thing happened to us. Actually, in 2011 we asked to be moved from the another school for very similar reasons and ended up with a case that became a Foster Care situation. SO doing this and seeing other parents struggling is really scary. We homeschooled and had been given permission and we also received a school offer like the parents here - and one that was agreed upon not suitable 26. june 2016.  And this after our way through sped since 2010 ... I am just lost for words.

Twice Exceptional Denmark

Twice Exceptional Denmark er lavet for dobbelt exceptionelle børn dvs. børn med særlige forudsætninger som samtidig har indlæringsvanskeligheder. Disse børn kan have opmærksomheds-, koncentrations- og kontakt- vanskeligheder som oftest er pga. Ordblindhed/ Dyslexi, ADHD, AS, PDD NOS, OCD, Tourette osv.

Det ofte set at Børn med særlige forudsætninger er af natur Asynkron Udviklet dvs. det halter med at deres emotionelle og sociale udvikling følger med det som ses ved jævnaldrende, samtidig med at de lærer lynhurtigt det emner de er motiveret for og ender således ofte foran jævnaldrende i disse oråder, uden sparringspartner. Børnene ender ofte meget ”misforstået” og en tværfagligindsats er nødvendig hvis sådan en situation skal kunne vendes.

Tværfaglighed bør bestå af en BMSF konsulent/psykolog og derudover specialister jvf. barnets specifikke diagnoser og andre problemer hver gang handleplaner udarbejdes, barnets evalueres osv. Men der er langt vej endnu, da BMSF ikke anerkendes i Kommunerne, og dermed overses det at barnet har behov for en ”særlig” forståelse og indsigt for at børnene kan få den rette hjælp jvf. Socialloven og Inklusion.

Men desværre ses disse børn i AKT forløb, heldagsskoler og kan ende i Udsatte grupper:

De unge, som kommer til opholdsstederne, har været vanskelige at placere i de kommunale tilbud, hvor hverken de unge, som kommer til opholdstederne eller de elever, der går i de kommunale tilbud, vil profitere af at være sammen.
